Obituary
Carol Beatrice Felton was born on February 4, 1944, to Charles and Litha Mae Coulter. She peacefully departed this life on October 12, 2024, at the calling of the Lord. She was preceded in death by her siblings John Coulter, Charlie Mae Hollins, Shirley Collins, and Faye Page. In the early 1980’s Carol met and married her cherished husband, the late Donald Felon. They wed on his birthday in 1982, and their loving union lasted for years.
Carol dedicated more than 25 years of her career to serving the State of Washington, working under multiple governors. She made significant strides at the Department of Social and Health Services (DSHS), where she began as the Executive Assistant to the Secretary of DSHS, proudly styling her Afro in the early 1970s. her career flourished as she moved into leadership roles, serving as Office Chief, Regional Administrator, and ultimately Division Director. In her final position, she led a team over 3,000 employees statewide, helping low-income communities thrive. Throughout her career, Carol was known for her compassion, intelligence, and humor, qualities that made a lasting impact on both her colleagues and the people she served.
Later in her career, Carol pursued her dream of attending law school. After earning her law degree in 2000, she started her own business as Guardian ad Litem, continuing her legacy of service and advocacy. Carol was a devoted member of Bethlehem Baptist Church for over 34 years, where she played a vital role in the education of children. She served as the Director of Programs for the Bethlehem Knowledge College Daycare and spent countless hours tutoring the church’s young members. Carol also remained active in her community through her long-standing involvement with the Tacoma Urban League Guild, providing support and leadership to those in need.
She leaves behind a loving family to cherish her memory: her eldest son, Frank, his wife Gulya, and their children Aluash and Jamil; her son Jeffrey and his children Jayme and Jordan; her nephews and nieces Roosevelt, Janice, Karen, and Dwayne; her stepchildren Loukirkus, Suborrah, Fraby, Sundra, Walter Junior, Rich, Marier, and Monte; as well as many extended family members and close friends who provided support in her later years. Carol is also survived by her beloved cat, Mama Kat, who was a constant companion.
Carol’s life was a testament to faith, love, and service. She will be deeply missed by all who knew her.
